Leadership
Dr. Michael Shoaf is a retired PreK-12 superintendent with 20 years of superintendent experience, including 18 years leading the Rocky River City School District, and was named the 2025 Ohio BASA Superintendent of the Year. Over a 33-year career in education, Shoaf built a reputation for fiscal discipline, community partnership, and steady, transparent leadership through every level of district administration – from teacher and principal to assistant superintendent and superintendent.
Since 2009, Dr. Shoaf has served as an adjunct instructor at Cleveland State University and as graduate faculty since 2016, teaching school business management and facilities to aspiring superintendents in the Superintendent Licensure Program. He has supported NCTA as a consultant since April 2026.
Dr. Shoaf holds a Doctor of Education in Educational Leadership from Youngstown State University, an Educational Specialist degree from Kent State University, and a Master of Arts and Bachelor of Science in Education from The Ohio State University. Dr. Shoaf and his wife, Lisa, have a son and a daughter, both grown, and live in Rocky River.
Tricia Barney is a seasoned business leader with over 25 years of experience in operational management, human resources, and financial oversight. As the Assistant Director at North Coast Therapy Associates, LLC, she oversees the organization’s operational functions while cultivating a culture of excellence and collaboration.
With a strong background in management and financial forensic analysis, Tricia specializes in troubleshooting financial challenges and audit preparation. Her analytical skills have been instrumental in the successful implementation of documentation and EMR systems that streamline operations and enhance efficiency.
Before joining North Coast Therapy Associates, Tricia held leadership roles in several organizations, overseeing operations, client relations, and vendor partnerships. She lives in Avon, Ohio, with her husband, Dan, their son, Peyton, and their puppy, Apollo. Outside of work, she enjoys gardening, cooking, traveling, and serving on community and professional boards. Tricia is also actively involved in several lineage societies, where she shares her passion for history, heritage, and community service.
Jenn Reynolds has been a practicing occupational therapist since 2010, dedicated to helping children overcome obstacles and build confidence and independence. A former Division 1 tennis player at Cleveland State, she met her husband on the tennis team. Together, they have a busy life with their two children, an 8-year-old son and a 9-year-old daughter, who are actively involved in hockey, tennis, and dance. Their home is filled with love (and fur) from their Sheepadoodle, Milo, and their 19-year-old cat, Sammy. When Jenn finds time for herself, she enjoys playing tennis and diving into a good book.
